Budget Manager

Salary: $65,000–$80,000 depending upon experience.

The Missouri State Public Defender (MSPD) is seeking to hire a Budget Manager. This individual will be responsible for budget preparation and facilities management within MSPD.

MSPD is dedicated to the mission of providing quality legal representation for poor persons charged with criminal offenses and to creating a diverse and inclusive workplace. MSPD has over 600 employees in 45 offices located throughout Missouri, with an overall annual budget of over $50 million.

Job Description: Duties include:

  • Preparing budgetary reports, including the annual operating budget and legislative budget requests
  • Monitoring fiscal operations, including tracking financial information to identify trends and forecasting revenues and expenditures
  • Overseeing facilities management, including negotiation of lease agreements, evaluation of office space needs, and coordination of purchases
  • Managing and overseeing day-to-day responsibilities of three accounting and purchasing staff
  • Coordinating receipt of awards and contract documentation and maintaining proposal and funding records in database systems
  • Conducting audits evaluating the effectiveness of internal financial controls and accounting processes
  • Performing other fiscal, facilities, or budgetary duties as necessary

Qualifications: Bachelor’s degree and experience equivalent to at least five years of progressively responsible work involving budget planning, fiscal administration, or general management with some fiscal responsibility.

Must have demonstrated experience in the following competency areas:

  • Knowledge of budgeting principles and practices
  • Ability to analyze and evaluate budgetary issues to meet new and changing requirements and formulate department recommendations
  • Strong organizational, analytical, and writing skills
  • Ability to establish and maintain effective working relationships with others, including government officials and MSPD staff
  • Ability to provide leadership and supervision of other professional staff
  • Commitment to the highest degree of integrity and confidentiality in handling all responsibilities
