Proposed Rule Summary

The Missouri Public Defender is amending 18 CSR 10-3.010, Guidelines for the Determination of Indigence, to define public assistance and income; to establish standards for bond, and for applicants with private counsel on another case, in determining indigence; to establish indigence at 150% of federal poverty guideline; to modify standards for spousal income and parental income; to delete duplicative statutory language; to establish that persons who have received services within prior 12 months are presumed indigent, absent change of circumstances; and to delete sections regarding debts, expenses and assets.
